Sussex County Habitat for Humanity – Healthy Homes Program
Performs repair services to help low-income homeowners impacted by age, disability, and family circumstances reclaim their homes with pride and dignity. This program works on floors, decks, ramps, painting, electrical, plumbing, and more.
Healthy Home services revolve around health and safety, and each repair is determined on a case-by-case basis. Home repair applications are currently being accepted. Please revisit the site frequently for more information about upcoming program launches.

Community Development Home Repair Program
Sussex County’s Home Repair Assistance Program helps low-income and moderate-income homeowners maintain safe, decent and affordable housing. From roofing and siding to plumbing, heating, windows, flooring, kitchens. bathrooms and accessibility improvements, their program addresses the critical repairs that keep homes safe, comfortable and affordable for years to come.
To qualify:
- Be the owner and primary occupant of the home
- Be a permanent resident of Sussex County
- Have a household income at or below 80% of the Area Median Income (AMI) for Sussex County – information available on website.

Kent County

Central Delaware Habitat for Humanity – Healthy Home Repairs Program
Repairs include home preservation, weatherization, critical home repair and accessibility. The repairs are at no charge to the homeowner. The type of work they approve has to be a critical need or a health and safety issue and depends on current funding.
To qualify:
- Homeowners must own and occupy the home for 1 year for which the work is requested.
- Repairs are limited to residents in Kent County, Delaware, whose household earns 80% or below the area median income.

Kent County Department Of Planning Services Housing Repair Program
Only handles homes outside the city of Dover in Kent County This program provides funds for repairs and renovations that will bring a home up to code standards, such as electrical, plumbing roofing, heating and structural renovations.
To qualify:
- The homeowner being considered for a grant must be owner-occupied
- The total annual income of the occupants cannot exceed the income limits set for Kent County, Delaware.
- There is adequate hazard insurance on the property being considered for assistance prior to start of work
- All city and County taxes, sewer fees and property assessments are paid

Good Neighbors Home Repair Services
They do not serve the City of Wilmington and Old New Castle. They repair decks, stairs, floors, install grab bars in bathrooms, ramps, installation, and roof repair.
To qualify:
- Low-income homeowner who lives in southern Chester County or southern Lancaster County, PA, or New Castle County, DE (within these areas, some areas are exempt).
- Must be current on mortgage and taxes.
- Homeowner’s insurance preferred.
- Must have lived in your home for at least 2 years and plan to continue living in your home for at least 5 years.
Disqualifying criteria:
- Owning more than one property.
- Having a reverse mortgage.
- If you are renting your home or are renting the home to other people.
- If you have a mobile home and it is more than 20-years old.
