    About the Delaware Manufactured Home Owners Association (DMHOA) For more than two decades, the Delaware Manufactured Home Owners Association (DMHOA) has been the only statewide nonprofit organization solely dedicated to protecting and improving the rights of people who own their homes but live on leased land in manufactured home communities. DMHOA is an all-volunteer association made up of homeowners who understand the challenges of living on leased land—because they live it themselves. The organization works tirelessly to represent homeowners’ interests before state legislators, regulatory agencies, and community owners. Its mission is simple but vital: to preserve and enhance the quality of life for manufactured home owners throughout Delaware. Why DMHOA exists Manufactured home owners occupy a unique—and often vulnerable—position. Unlike traditional homeowners, they own their houses but must lease the ground beneath them. This arrangement can make residents subject to rent increases, unclear community rules, and limited control over the land they call home. Without a unified voice, it can be difficult for individual residents to protect their rights or push for fair treatment. That’s where DMHOA comes in. By organizing homeowners and creating a strong collective voice, DMHOA has become a respected advocate for manufactured home owners at every level of government. What DMHOA does Advocates for Fair Legislation : DMHOA works closely with state legislators to craft and support laws that protect homeowners’ rights. Many of Delaware’s landmark manufactured housing laws—covering rent justification, lease terms, and dispute resolution—exist thanks to DMHOA’s persistent advocacy. Educates and Empowers Residents : Through meetings, newsletters, and community outreach, DMHOA keeps homeowners informed about their legal rights, pending legislation, and best practices for community living. Knowledge is power, and DMHOA ensures residents are never left in the dark. Supports Local Communities : DMHOA helps residents form and strengthen their own homeowners associations within their communities. Local HOAs, backed by the statewide organization, can more effectively communicate with community owners and stand up for fair treatment. Connects and Represents Homeowners : Whether it’s testifying in public hearings, negotiating with lawmakers, or guiding new HOAs through start-up steps, DMHOA is there to ensure the voices of manufactured home owners are heard and respected.     Why your Community Needs a Home Owners Association (HOA) What is an HOA? A legal organization formed by a dedicated group of homeowners who act together on shared values and visions for their community. Why have an HOA? The concept is simple: there is great strength in numbers. Homeowners Associations give structure and legitimacy to any group of neighbors who want to organize to protect and improve their community. Homeowners Associations strengthen the voices of manufactured homeowners in negotiation, and help them to: preserve property values, create safe neighborhoods, and ensure that community management complies with the law. In short: they are assets to the community as a whole! HOAs are about protecting YOUR most important investment - YOUR home! Help protect your investment! What does membership in your HOA do for you? If your landowner decides to sell the land, only HOAs have the Right of First Offer. Landowners must inform HOAs of impending changes that will affect the community. Only HOA members benefit from arbitration winnings. To use the “Attorney Fund” for rent increases you need to be part of an HOA. Your HOA membership includes DMHOA membership. HOAs represent their community at the monthly DMHOA meetings. DMHOA membership strengthens your voice when speaking to State Legislators and introducing laws that protect and affect us.     DEMHRA report Report for DMHOA November 11, 2025 Executive Board Meeting Information from October 30th meeting and minutes. Chair''s Report Because there were many guests in attendance, the DEMHRA Board introduced themselves. The Chair went over the meeting procedures and deferred discussing the non-relocatable benefits under Section VIII until the Public Comments under Section X were addressed. The guest speakers were asked to come to the front of the room to discuss their thoughts and concerns regarding non-relocatable benefits before the end of the meeting. Executive Director’s Report At the prior meeting, Mr. Sutton asked for the Board’s permission to enter into an engagement letter for IT services with the State IT department (DTI). We currently use an outside vendor. This was approved by the Board. Legal Counsel Report: At the prior meeting, five mobile home communities that were two quarters late were referred for legal action. They included J&J MHP, Countryside MHP, Driftwood Village, Mobile Home Village and Stage Village. As they have not responded to the demand letters that were sent to them, legal counsel recommended proceeding with legal action. A motion was made and passed 5-0. Delinquent Parks Report: As of 10/17/25, there were no parks on the DOF delinquent report. Arbitration : Docket 02-2021 (Ridgewood Manor vs. Ridgewood Manor LLC): No Updated available from arbitrator at this time. Rent Increase Certification Requests: There were 45 rent certifications sent out in September. See § 7051A. Rent increase; health or safety violations in Title 25 for additional information. Update on Parks for Sale: Holly Oak Park – Tentative settlement date still 12/12/25. Update on Parks Going Through Change in Use as of 9/25/25: Timberlane – There are 11 applications remaining. Lazy Pine Retreat - There still is 1 remaining. Lake Forest – There are now 12 remaining. The following payouts were approved at our last meeting. Total dispersed was $32,350. Lake Forest – 1 SW non-relocatable – $12,000. Lakeland – 3 SW demos – $13,350 Lakeland – 1 DW demo - $7,000. Financial Matters: (amounts are rounded to nearest dollar) The Trust Fund assessments collected during September totaled $1,195.00, plus interest of $59,772.00. Trust Fund payments of $45,050.00 were paid out in September for relocation assistance. The Trust Fund as of September 30th is $14,818,595.00. The 2025 Legal Fund Year-to-Date is $91,865.00. August CPI/U was 3.313%, effective September 14th. This would equate to an increase of 5.16% for one-year leases beginning in January and February. The next CPI/U will be out around November 14th. My comments on the non-relocatable home issue: I would like to thank all the homeowners who attended this meeting and took time to express to DEMHRA how this issue could negatively affect them. I feel with presenting their concerns, the Board now has a better view of these concerns and a better understanding what needs to be done. I believe this is an issue that can be resolved in time. I am hoping future discussions in a work group will come up with decisions that will benefit all involved. Our next meeting is TENTATIVELY scheduled for Thursday, December 11, 2025 at 1:30.
