The Senate Housing Committee is sitting on 2 key DMHOA sponsored Bills.
We need your help to get these Bills passed and on to the full Senate for consideration.
This is the best chance we have this year to get real help for all of us - but we cannot do it without you. The DE Legislative Session starts up on 8 June and ends 30 June 2021, so time is running out for us to get these Bills passed.
Our objective - Fill the inboxes of every Senator on the Housing Committee with emails from residents living in manufactured housing on leased land so they take us seriously because of our numbers and our power.
We ask that you email or call the members of the Senate Housing Committee listed below and ask that they Vote to pass:
Senate Substitute 1 for SB 132
House Bill 5 w/ HA1
Copy and paste the below example to send to all the Senators listed below if you do not want to create your own email:
If you are a veteran, senior citizen, disabled, person of color, retired emergency responder or on a fixed income add that to your email because these 2 Bills will hurt those who depend and rely on affordable housing.
Email Subject: Request you vote YES on SS1 for SB132 and Yes on HB5 w/ HA1
I am a voter as are my friends and neighbors.
I live in manufactured housing on leased land just like the other approx. 40,000-50,000 of us in Delaware compared to a handful of land owners, of which many are out of State LLC’s.
I ask you to vote Yes on HB5 w/ HA1 and SS1 for SB132.
HB 5 w/ HA1 allows residents to have legal representation just as the landowners have when they propose a rent increase that exceeds the CPI-U.
SS1 for SB 132 provides much needed changes for residents that have been treated unfairly for years. The current situation is especially harmful to those folks living on a fixed income. The rent increases we all receive means our money is leaving the Delaware economy.
We need this Bill for many reasons including:
It clarifies that the amount the community owner collects from a capital improvement assessment fee ends when the cost of the capital improvement is recovered, instead of a permanent rent increase, consistent with a recent ruling by the Supreme Court of Delaware.
Repeals the definition of “market rent” because that term is not a factor considered for justifying a rent increase under current law.
